It is a necessary procedure when importing goods. According to the customs law of the RF, a warehouse for temporary storage is a specially designated and equipped room or a territory where goods or vehicles are stored temporarily. It is established by the Russian Federation customs authority or a Russian person having the RF customs license (the license is not required if the establisher of the warehouse for temporary storage is the Russian Federation customs authority). The Russian Federation customs authorities may set exclusive requirements for construction, equipment and location of warehouses for temporary storage. Warehouses for temporary storage can be open (any person is entitled to use them) and close (only certain persons are entitled to store goods there). Any goods may be stored in warehouses for temporary storage. Those able to damage other goods or requiring special conditions of storage shall be stored in specifically tailored rooms of the warehouse. State Customs Committee of the RF is entitled to define a list of goods which may be stored only in warehouses for temporary storage belonging to the Russian Federation customs authority. Relations of the owner of a warehouse for temporary storage with persons warehousing their goods and vehicles are based on the contract. Relations of the Russian Federation customs authority, the owner of a warehouse for temporary storage, with persons warehousing their goods and vehicles are based on the RF Customs Code and regulations of the RF SCC. Total term of storage of goods and vehicles shall not exceed 2 months and, in cases stipulated by the other articles of the RF Customs Code, it shall not exceed the terms specified by the articles.
